My residence permit for family reunification as a refugee was approved, but I don’t have a passport. What should I do?

Has your application for a Dutch residence permit for family reunification as a refugee been approved? If you do not have a passport or another travel document, you may be able to apply for a replacement travel document.

Check the conditions

You can only apply for a replacement travel document at the Dutch embassy or consulate-general if you meet all 5 conditions:

  1. You do not have a passport or any other travel document.
  2. You can show that you cannot get another travel document.
  3. The Immigration and Naturalisation Service (IND) has said you can apply for an MVV visa sticker.
  4. You can show that you are the person who has got approval from the IND. For example, with an official identity document with your photograph.
  5. You are applying for the MVV visa sticker in a country other than the country where you live.

If you meet all 5 conditions, you can apply for a replacement travel document at the embassy or consulate-general. You do this at the same time as the application for the MVV visa sticker.

Gather the documents you need

To apply for a replacement travel document, you need the following documents:

Under the age of 18

If you are under the age of 18, your parent(s) must give consent by signing the passport application form. You will also need photocopies of the passport(s) of your parent(s). This is not required in any of the following situations:

  • One of your parents cannot give permission, or refuses to give permission. Then you will need a declaration from a court issued within the last 3 months.
  • One parent has parental responsibility. Then you must be able to demonstrate this with a court judgment.
  • A person or organisation other than your parent(s) has parental authority. Then you must be able to demonstrate this with an official document. For example, a court judgment.
