If your passport or ID card is lost or stolen in Belgium, and you need an emergency travel document soon, you can't apply there. But you can apply in the Netherlands.

You can apply for an emergency travel document in the Netherlands at the Dutch Royal Military and Border Police's Emergency Documents Desk (Bureau Nooddocumenten). This desk is located at Amsterdam Schiphol Airport. Information on applying for and collecting emergency travel documents can be found at Rijksoverheid.nl.
