If you are a resident of Uruguay, you can apply for a Schengen visa at the Spanish embassy in Montevideo.

You cannot apply for visa facilitation at the Spanish embassy in Uruguay. You will need to submit an application at a Dutch embassy or consulate-general, or a Dutch VFS Global or TLScontact location in another country.
