If you are a Russian national and live outside the Russian Federation, you cannot apply for a Schengen visa for the Netherlands for a tourist visit. You may be able to apply for a Schengen visa for a different purpose of travel.

You cannot apply for a Schengen visa for the Netherlands for a tourist visit.
You can apply for a Schengen visa for the Netherlands if you want to visit first or second degree relatives in the Netherlands. You cannot apply for a Schengen visa to visit other relatives or friends. The following persons are first or second degree relatives:
- first degree: partner (marriage partner or registered partner), parent (also adoptive and stepparent), parent-in-law, child (also adopted and stepchild), daughter-in-law, son-in-law
- second degree: brother, sister, grandchild, grandfather, grandmother, sister-in-law, brother-in-law, stepsister and stepbrother
