You can apply for asylum in the Netherlands at the Immigration and Naturalisation Service (IND). In IND assesses whether you genuinely need protection.
On the website of the IND you can read what the conditions are and how you can submit your application.
It is not possible to apply for asylum at a Dutch embassy or consulate.
If you are in a refugee camp outside the Netherlands, your application for asylum must go through UNHCR.
