Applying for a planning permit

Are you planning to build or demolish something in your garden or next to your home? For example, do you intend to build a garage or cut down a tree? If so, you will often need a planning permit (omgevingsvergunning). You can apply for this permit via the Omgevingsloket. In some cases you only need to notify the authorities, and no permit is required.

You need a planning permit for various activities in your garden or in and around your house, such as: 

  • construction; 
  • demolition; 
  • building a driveway; 
  • modifying, renovating or restoring a listed building; 
  • cutting down trees. 

Go to the Omgevingsloket (online environment portal) to check whether you require a planning permit (in Dutch) or if just a notification is sufficient.

Applying for a planning permit

Do you want to build, renovate or otherwise change something in your environment? Then you may need a permit for this.

Check whether you need a permit

You don't need a permit for everything. Check at the Environmental Desk whether you need a permit for your activity. If this is not the case, you do not need to contact the municipality and you can get started.

If this shows that you need a permit, you have the following options.

You can submit a draft request for your plan

You have worked out a plan. Then before you apply for a permit, it is useful to know whether the plan is feasible. Whether your plan fits within the municipal environmental plan. For example, whether it complies with the rules that apply to prosperity, nature or the environment. And whether other governments can participate.

Therefore, submit a draft request. We will then give you a preliminary assessment of the desirability of your plan. And let us know if you need to do any additional research. This gives you the necessary certainty about the feasibility of your plan, even before you have fully developed the plan. Please note: you cannot implement your plan until you have the final permit.

Submitting a draft request goes like this

  • Click on 'I want to submit a draft request' below
  • Log in with your DigiD username and password
  • Start the application
  • Provide as much information as possible
  • In step 7, choose to submit your application as a draft request

You can apply for a permit immediately

Are you sure that your plan is so well developed that you can apply for a permit immediately? Then start the application at the Environment Desk. Are you still unsure about something? Then first submit a concept request. This way, if your plan seems feasible, you can ultimately submit the application quickly and even better prepared.

We will then help you with your choice and discuss together what the best next step is for you.

We charge costs for handling a concept request or exploring an idea. If you subsequently apply for a permit, these costs will be settled. We also charge costs for processing an environmental permit. These depend on the activities for which you apply for a permit. Check the regulation for the rates (in Dutch) for your application.
