Applying for an EU parking card for people with disabilities
Do you have a disability? Would you like access to parking spaces that make parking easier and are close to shops or your office? Then you can apply for a European Union (EU) parking card for people with disabilities. You can apply if you have had a disability for at least 6 months and with the help of crutches or a walking frame cannot walk more than 100 metres on your own.
You must be able to prove that you are entitled to an EU parking card for people with disabilities. This requires a medical examination by a medical examiner. The municipality will arrange this for you. To qualify for an EU parking card for people with disabilities you should not able to walk more than 100 metres on your own, even with aids such as crutches or a walking frame. Is your disability chronic? Is your municipality is already aware of your disability? Then a medical examination is not required.
There are 2 types of EU parking cards for people with disabilities:
Driver’s card
- You can drive yourself with a driver's card. These are the conditions for a driver's card:
- you have a driving licence;
- the driver's card is registered to you as a person, so you do not need to have your own vehicle;
- you cannot walk more than 100 metres, even with disability aids.
Passenger’s card
These are the conditions for a passenger card:
- you cannot drive yourself;
- you cannot walk more than 100 metres, even with disability aids;
- you always need your driver to help you from door to door;
- the passenger's card is only for your personal use.
Children under the age of 18 may also be eligible for their own passenger's card. They must meet the same conditions.
A combined driver’s and passenger’s card is also available.
Do you have a disabled person's parking card from another country in the EU? In that case, this card is also valid in the Netherlands. Do you want to renew your disabled parking card? If so, you can apply for a new disabled parking card in the Netherlands. The Dutch conditions will then apply.
Your EU parking card for people with disabilities is valid for a maximum of 5 years. If doctors expect you to recover from your disability within 5 years, your card’s validity period may be shorter. You can apply to renew your EU parking card for people with disabilities through your municipality. Do so in enough time before the expiry date, as your municipality will need time to assess your application.
If you are not registered with a municipality, you will need to apply for an EU parking card for people with disabilities at the Centraal Bureau Rijvaardigheidsbewijzen – CBR (central office for driving licences).

Parking card for people with disabilities, institutional card
Care institutions can apply for a parking card for people with disabilities for the transport of disabled residents. In this way, the institutions can transport the residents together. This way they do not have to apply for a separate card for each resident.
Extend
Do you already have a parking card for people with disabilities? Don't forget to renew your card in time. It may be necessary for you to get another medical examination. Apply for the extension at least 2 months before your parking card for people with disabilities expires.
Particularities
In the case of a first application, we are obliged to have an independent medical examination carried out. In the case of an extension request, we can decide to omit the investigation if there is sufficient clarity. The medical examination is carried out in our municipality by JPH Consult. In that case, JPH Consult will contact you to make an appointment. The JPH Consult doctor assesses the cause and severity of your limitations or illness and determines whether you qualify for a parking card for people with disabilities.
Driver card conditions
The following conditions apply to a parking card for people with disabilities type driver:
- You have a demonstrable walking disability of a long-term nature (longer than 6 months) as a result of a disorder or ailment;
- You are not reasonably able to cover a distance of more than 100 meters on foot in one stretch with the usual walking aids.
Passenger card conditions
For a parking card for people with disabilities type passenger, an additional condition applies in addition to the rules for a driver card:
- For door-to-door transport, you are continuously dependent on the assistance of a driver who is transporting you.
Conditions extension
Do you already have a parking card for people with disabilities and would you like to extend this card? Then we will first look for your file. If we can conclude from your file that you still meet the conditions, we can omit the inspection.

A parking card for people with disabilities costs € 99.755. An extension application (without medical examination) costs € 13.35. Does it appear that medical advice is necessary for your renewal application? Then you pay € 99.55. Even if your application is assessed negatively, you still pay € 86.20.
The costs for an application for a parking card for people with disabilities type institution card are € 13.35.
You can pay the costs when collecting your card at our counters.
We normally process an application for a parking card for people with disabilities within 2 to 4 weeks, the legal term is 8 weeks. This period may be extended once.
You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the notice of objection? Then file an appeal with the court.
