Renewing a Dutch licence abroad
Dutch embassies or consulates do not accept applications to renew Dutch driving licences. Nor do they issue licences. The Road Transport Agency (RDW) can provide more information.
Replacing a Dutch driving licence while living in another EU member state
If you live in another EU member state, or in Liechtenstein, Iceland, Norway or Switzerland, you cannot renew your Dutch licence. Instead, you must apply for a licence issued by the country in question. You will not need to retake your driving test.

If you live outside the EU, Liechtenstein, Iceland, Norway or Switzerland, it may be possible to renew your Dutch driving licence.

Where can you get a translation of your Dutch driving license?
To get a local driving license you sometimes need an official translation of your Dutch driving license. You can't get this at the Netherlands embassy in Washington or the consulates general in Chicago, Miami, New York or San Francisco. You can find a translator via the website of the American Translators Association.
