Paying the waste collection charge
You must pay the waste collection charge (afvalstoffenheffing) for the collection and processing of your household waste. The waste collection charge is part of the municipal taxes (gemeentelijke belastingen) and is billed by your municipality.
Municipalities calculate the amount of the waste collection charge in different ways. Some municipalities calculate the amount of the waste collection charge based of the size of your household. The larger your household, the more you pay. Other municipalities calculate the charge based on the amount of waste collected.
The waste collection charge is included in the municipal tax bill. This is usually sent out in the first 2 weeks of February. If you have any questions about the waste collection charge, contact your municipality.
Apply for an exemption on paying municipal taxes
Are you unable to pay your municipal taxes? Then ask your municipality for an exemption. You can be granted an exemption from paying part of the taxes, or all of the taxes. The municipality decides for which taxes you can be exempt from paying. It also determines whether you are eligible for an exemption.

Waste charges
From 2023, the waste charges consist of 2 parts: a fixed amount + a rate on residual waste. On this page you will find the rates for 2023. We set new rates every year.
Please note. You only pay afvalstoffenheffing (waste disposal charges) if you live in the Netherlands and are registered with a municipality.
You pay the following waste collection charge in the municipality of Zwolle:
Fixed rate
You pay a fixed rate for all waste costs except residual waste. This amount depends on whether you live alone or with more people.
- single-person households, from € 233,77;
- multi-person households, from € 250,57.
Rate on residual waste
You pay the rate for residual waste each time you throw away residual waste or have the residual waste container emptied. The amount you pay per time depends on the container you use. You can influence these costs yourself by properly separating. Because then you will have less residual waste.
The rates are:
- Underground residual waste container 60 liters: € 1.70 per time.
- Underground residual waste container 80 liters: € 2.30 per time.
- Gray residual waste container at home 240 liters: € 10.20 per time.
The standard size of underground containers is 60 liters. These containers are located in most places in Zwolle. In the city center there are only containers of 80 liters. The gray containers near the house are located in the outlying area and near some houseboats and caravans.
Relief
Do you have a low income? Then you may not have to pay the waste levy in full. We call this gedeeltelijke kwijtschelding.
