Applying for a Verklaring Omtrent het Gedrag (VOG) in the Netherlands
Many jobs in the Netherlands require you to have a Verklaring Omtrent het Gedrag – VOG (certificate of conduct). This also includes volunteer work. Examples are if you are going to work with confidential information or with children. A VOG shows that your behaviour is satisfactory for a new job. You may also need a VOG to apply for a visa or if you want to emigrate to another country.
There are several ways to apply for a VOG:
- Are you registered with your municipality in the Personal Records Database (Basisregistratie Personen – BRP)? Then you or your employer can submit a fully completed application form to the municipality.
- Are you not registered with your municipality in the BRP? For example, if you are working in the Netherlands temporarily or living outside the Netherlands? Then send your application with all accompanying appendices to Justis by post (in Dutch). You can also download the application form from the justis.nl website.
Do you own a company or organisation that requires a VOG? Then you can apply for a VOG voor rechtspersonen – VOG RP (certificate of conduct for legal entities).

Online
- Your employer will prepare the application for a certificate of conduct online at Justis, the Ministry of Justice and Security’s screening authority.
- You will receive an email with a link to complete the application.
- You need your DigiD to do this.
- Check the details.
- Pay online.
At the service desk
You can also apply for a certificate of conduct for employment at the service desk of your municipality. First make an appointment. You can make an appointment online (in Dutch) or by phoning +31 71 36 60 000. Bring to your appointment:
- application form completed by your employer;
- your valid identity document;
- debit card (not credit card) or cash.

- application form completed by your employer;
- letter of authorization;
- a valid identity document;
- a copy of your valid identity document;
- debit card (not credit card) or cash.
Certificate of conduct for non-residents
Are you not registered in the Municipal Personal Record Database (BRP)? Then you can apply directly to Justis for your certificate by form. You can email the form to vog.np.rni@justis.nl. View the website justis.nl for more information.
Certificate of conduct for legal entities
Do you own a company or organisation that requires a VOG? Then you can apply directly to Justis for your certificate. You apply by form that you send by post. Or online, you need your eHerkenning to do this. View for more information the Dutch-language website justis.nl.
Certificate of conduct for employment
- A digital application costs € 33,85.
- A application by form by the municipality costs € 41,35.
