Applying for a Verklaring Omtrent het Gedrag (VOG) in the Netherlands

Many jobs in the Netherlands require you to have a Verklaring Omtrent het Gedrag – VOG (certificate of conduct). This also includes volunteer work. Examples are if you are going to work with confidential information or with children. A VOG shows that your behaviour is satisfactory for a new job. You may also need a VOG to apply for a visa or if you want to emigrate to another country.

There are several ways to apply for a VOG:

Applying for a Verklaring Omtrent het Gedrag (VOG) in the Netherlands

Please note: you can apply for a Verklaring Omtrent het Gedrag – VOG (certificate of conduct) only if you live in the Netherlands and are registered with a municipality

A VOG can be applied for in three different ways, online via Justis, online via the municipality, or in person at the town hall. Applying digitally via Justis is the cheapest, but your employer must have activated eHerkenning for this.

1. Online via Justis

You can apply for the VOG online at Justis. Please note: you need a DigiD for this, and your employer must first prepare the application on the Justis website. Your employer needs eHerkenning for this. Applying for a VOG digitally via Justis is cheaper than applying to the municipality.

2. Online via the municipality

Is your employer unable to prepare the application online? Then you can apply for the VOG online at the municipality. You do not have to come to the town hall. You need DigiD and the fully completed application form

After logging in, fill in the details stated on the application form. Then upload all pages of the application form. After sending the application and the form to the municipality, you pay the VOG directly online. Is it not possible to upload the complete application form digitally? Always contact the municipality before sending the application. Applications without an uploaded application form cannot be processed. Make sure that you have always received and uploaded the most recent version of the VOG application form. The application form must be completed in full and signed by you and your employer.

3. Personally at the counter

Are you unable or unwilling to arrange your VOG application online? Then you can visit the town hall to apply for the VOG. You must make an appointment online for this. 

Use the form you received from your employer and take it with you to the town hall. Make sure that you have always received the most recent version of the VOG application form. The application form must be completed in full and signed by you and your employer. You must show a valid ID at the counter. Two to four weeks after the application, you will receive the VOG by post from Justis. 

Are you not (or no longer) registered with the municipality or do you live abroad? Then you must apply for the VOG directly on the Justis website. This also applies if you want to submit an application for a company or organisation.

You will receive the VOG or the refusal within 4 weeks at the address you specify in the application.
