Applying for a Verklaring Omtrent het Gedrag (VOG) in the Netherlands
Many jobs in the Netherlands require you to have a Verklaring Omtrent het Gedrag – VOG (certificate of conduct). This also includes volunteer work. Examples are if you are going to work with confidential information or with children. A VOG shows that your behaviour is satisfactory for a new job. You may also need a VOG to apply for a visa or if you want to emigrate to another country.
There are several ways to apply for a VOG:
- Are you registered with your municipality in the Personal Records Database (Basisregistratie Personen – BRP)? Then you or your employer can submit a fully completed application form to the municipality.
- Are you not registered with your municipality in the BRP? For example, if you are working in the Netherlands temporarily or living outside the Netherlands? Then send your application with all accompanying appendices to Justis by post (in Dutch). You can also download the application form from the justis.nl website.
Do you own a company or organisation that requires a VOG? Then you can apply for a VOG voor rechtspersonen – VOG RP (certificate of conduct for legal entities).

Certificate of conduct
Please note: you can apply for a Verklaring Omtrent het Gedrag – VOG (certificate of conduct) only if you live in the Netherlands and are registered with a municipality.
A Certificate of Conduct (VOG) is proof of good behaviour. A VOG is mandatory for some professions. For example, if you start working in childcare or education. But also if you apply for a firearms permit. The Ministry of Security and Justice issues the statement. The statement shows that your behavior is not an obstacle to performing a certain job.
You can apply for a VOG online if the organization that wants the VOG from you offers this option:
- The organization requesting the VOG will prepare an application for you on the website of Dienst Justis.
- You will receive an e-mail from Dienst Justis. You can complete the application via the link in that e-mail message.
- After payment, Dienst Justis will process the application. You will be notified in writing about your VOG.
- The delivery time is just as long as for an application at the counter: 1 to 4 weeks.
You can also apply for a VOG at the desk in Stolwijk. This is only possible by appointment. We cannot help you without an appointment.
You can only apply for a VOG online if you are registered as an employee in the Netherlands. If you live abroad, an online application is not possible. You need DigiD, a citizen service number and an e-mail address for the application. You must be able to pay with iDEAL.
You pay a fee for this service. For more information, contact the municipality.
You will receive the VOG or the refusal within 4 weeks at the address you specify in the application.
