Applying for a Verklaring Omtrent het Gedrag (VOG) in the Netherlands

Many jobs in the Netherlands require you to have a Verklaring Omtrent het Gedrag – VOG (certificate of conduct). This also includes volunteer work. Examples are if you are going to work with confidential information or with children. A VOG shows that your behaviour is satisfactory for a new job. You may also need a VOG to apply for a visa or if you want to emigrate to another country.

There are several ways to apply for a VOG:

With a Declaration on Behavior (VOG) you show that you have behaved well in the past. Employers and other organizations can request this. You can apply for the VOG at Justis or at the municipality.

Description

Employers and other organizations can ask for a Declaration on Behavior (VOG). With a VOG you show that your behavior is no objection to a certain task or position. Justis investigates whether you have committed a crime in the past. For example, a VOG is mandatory for teachers, novice taxi drivers and people in childcare. A VOG may also be required if you:

  • apply for a visa or work permit
  • temporarily works
  • to work as a volunteer

The VOG is free for volunteers who work with vulnerable people. The organization for which you volunteer will prepare the application for you. For more information, visit the Justis website.

Anyone can apply for a Certificate of Good Behavior (VOG). You will receive a VOG if you have not committed any criminal offences. Have you done anything criminal? Then Justis will check whether this is important for the task or position for which you are applying for the VOG. How to request a Certificate of Good Behavior (VOG) online:

  • Ask the organization for which you need a VOG whether they can prepare the application digitally for you.
  • You will receive an email containing a link to complete the application.
  • Log in with your DigiD.
  • Verify your information.
  • You pay the VOG online with iDEAL.
  • You will receive the VOG at home.

Is the organization unable to prepare the application digitally? Then ask the organization for the application form.

  • Fill in the application form.
  • Submit the completed form to the municipality where you are registered.
  • Bring your valid ID.
  • You pay the VOG with the application.The municipality forwards your application to Justis.
  • You will receive the VOG at home.

Applying for a Certificate of Good Behavior (VOG) costs:

  • for natural persons € 41.35
  • if you apply for a VOG online via Justis € 33.85

Volunteers who work with vulnerable people receive the VOG for free.

You will be informed within 4 to 8 weeks whether you will receive a Declaration on Behavior (VOG). If you have not committed any criminal offences, you will usually receive the VOG within a week and a half.

If you do not agree with Justis' decision, you can object to the decision within 6 weeks.
