Applying for a planning permit

Are you planning to build or demolish something in your garden or next to your home? For example, do you intend to build a garage or cut down a tree? If so, you will often need a planning permit (omgevingsvergunning). You can apply for this permit via the Omgevingsloket. In some cases you only need to notify the authorities, and no permit is required.

You need a planning permit for various activities in your garden or in and around your house, such as: 

  • construction; 
  • demolition; 
  • building a driveway; 
  • modifying, renovating or restoring a listed building; 
  • cutting down trees. 

Go to the Omgevingsloket (online environment portal) to check whether you require a planning permit (in Dutch) or if just a notification is sufficient.

Applying for a planning permit

You want to apply for a permit. You want to build something, renovate something, or you have another initiative. For example, consider felling trees or moving your driveway. You can first do a Quick Scan. And only then a formal application. You may also submit the formal application directly, without the Quick Scan. We explain to you what both choices mean for you. You send your welfare application form with the environmental permit application

If you make changes to the outside of your structure and it is located in a publicly accessible area, you also request aesthetic advice. You can read more on the prosperity page. You request the well-being advice separately. You send the application form for the aesthetic advice with your Quick scan or formal application.

Please note: exceptions apply to this. You do not need to request aesthetic advice before building a temporary structure.

You request welfare

Advice You can request the well-being advice via Oversticht. At the top of the website you will find the form for prosperity and/or archaeology. You complete the form yourself. And send this along with your application.

You send documents or information with your application

We call those filing requirements. On the information to be supplied with an environmental permit page you can read what you must include with your application for each building.

Check with a Quick Scan whether we approve your plan

You can do the Quick Scan before the formal application. But this is not mandatory. We certainly recommend that you first do the Quick Scan if your application requires a change to the zoning plan. The Quick Scan shows how likely it is that we will want to cooperate with your plan. It is best to complete the Quick Scan together with an expert.

The result of the Quick Scan is not a permit

The result is a decision in principle by the council. After the Quick Scan, you make another formal application.

Or apply for your permit directly

You make a formal application via the Environment Desk. You pay fees for the formal application. Fees are the costs you pay to the government for the permit. You also pay the fees if you do not obtain a permit.

This is how you make the formal application

  • You request your welfare advice.
  •  You save the form as a document on your computer.
  • You go to the Environment Desk online and choose Private or Business.
  • You log in. Then select the request/notification button. You log in on the new screen with your DigiD. Are you making this request for business purposes? Then you use eHerkenning.
  • You fill in this information: your personal data; your location; your work.
  • In step 4 you add the aesthetic advice and quick scan form as an attachment to your application. If your application fits within the rules of the zoning plan, you do not need to add the quick scan form.
  • You send your formal application via the 'Submit' button.

You pay fees for the formal application. Fees are the costs you pay to the government for the permit. You also pay the fees if you do not obtain a permit.

The municipality will need 8 weeks (standard procedure) to assess your application. It will sometimes take 26 weeks (extended procedure). This will be the case, for example, if you want something different from what is stated in the bestemmingsplan (zoning plan). The municipality can extend the period once for a period of 6 weeks.
