Applying for an EU parking card for people with disabilities

Do you have a disability? Would you like access to parking spaces that make parking easier and are close to shops or your office? Then you can apply for a European Union (EU) parking card for people with disabilities. You can apply if you have had a disability for at least 6 months and with the help of crutches or a walking frame cannot walk more than 100 metres on your own.

You must be able to prove that you are entitled to an EU parking card for people with disabilities. This requires a medical examination by a medical examiner. The municipality will arrange this for you. To qualify for an EU parking card for people with disabilities you should not able to walk more than 100 metres on your own, even with aids such as crutches or a walking frame. Is your disability chronic? Is your municipality is already aware of your disability? Then a medical examination is not required.

There are 2 types of EU parking cards for people with disabilities: 

Driver’s card

  • You can drive yourself with a driver's card. These are the conditions for a driver's card:
  • you have a driving licence; 
  • the driver's card is registered to you as a person, so you do not need to have your own vehicle;
  • you cannot walk more than 100 metres, even with disability aids. 

Passenger’s card 

These are the conditions for a passenger card: 

  • you cannot drive yourself; 
  • you cannot walk more than 100 metres, even with disability aids; 
  • you always need your driver to help you from door to door; 
  • the passenger's card is only for your personal use.

Children under the age of 18 may also be eligible for their own passenger's card. They must meet the same conditions. 

A combined driver’s and passenger’s card is also available.

Do you have a disabled person's parking card from another country in the EU? In that case, this card is also valid in the Netherlands. Do you want to renew your disabled parking card? If so, you can apply for a new disabled parking card in the Netherlands. The Dutch conditions will then apply.

Your EU parking card for people with disabilities is valid for a maximum of 5 years. If doctors expect you to recover from your disability within 5 years, your card’s validity period may be shorter. You can apply to renew your EU parking card for people with disabilities through your municipality. Do so in enough time before the expiry date, as your municipality will need time to assess your application.

If you are not registered with a municipality, you will need to apply for an EU parking card for people with disabilities at the Centraal Bureau Rijvaardigheidsbewijzen – CBR (central office for driving licences).

Municipality of Hof van Twente: Applying for an EU parking card for people with disabilities

You can apply for a disabled parking card at the municipality where you are registered. After a medical examination, a medical examiner determines whether you meet the conditions. In the Netherlands you will receive an EU parking card for people with disabilities. It is, among other things, valid in all countries of the European Union.

Apply for a driver's card

You can apply for the driver's card if you cannot walk more than 100 meters independently with aids such as a cane or crutches for at least six months.

The driver's card has a capital B. 

The driver card is personal. You do not need to have your own vehicle to apply for the card. Your vehicle registration number does not have to be on the card either. You must have a driver's license.

Apply for a passenger's card

Do you have a disability and are you unable to drive yourself? Then you can apply for a passenger's card. With this card, your driver can park in a general disabled parking space, among other things. The card is personal. It is not necessary to have a vehicle registration number on the card.

The passenger's card has a capital P. 

You can apply for this if you have been unable to walk independently for more than 100 meters with aids such as a cane or crutches for at least six months and need the driver's help with door-to-door transport at all times.

Children may also be eligible for the passenger card. They must meet the same conditions.

Online or by mail

You can apply for a disabled parking card online using a DigiD login code via the digital application form.

You can also apply for a disabled parking card in writing. Send the completed application form by post to: Municipality of Hof van Twente – PO Box 54 – 7470 AB Goor or digitally to info@hofvantwente.nl.

You will receive an invoice for the fee for the disabled parking card after a decision has been made on your application. You are also obliged to pay the administrative costs in the event of a rejection.

It takes up to 12 weeks to get your card. You must collect the card in person at the municipal offices.

You can object to the decision. This is possible on the basis of the Algemene wet bestuursrecht (General Administrative Law Act). Objections must be lodged within six weeks of the date of sending the letter. Please send a letter to the Municipal Executive in which you state why you do not agree with this decision.
