Applying to collect a driving licence in the Netherlands

Have you passed your practical driving test? You can then collect your driving licence at your municipality. You are not allowed to drive a vehicle until you have collected your driving licence.

In the Netherlands the minimum age to sit a practical driving exam for a car is 17 years. Those who pass are only allowed to drive with a coach (supervisor), until they are 18. If you want to apply for a driving licence as a 17-year old, you must first apply for a begeleiderspas (accompanied driving permit) (in Dutch). You can then select up to 5 supervisors who can register to accompany you while driving. The names of the supervisors you have chosen will be on the accompanied driving permit. These supervisors accompany you while you are driving until your 18th birthday.

Applying for a driving licence

Please note: you can only apply for a driving licence if you live in the Netherlands and are registered with a municipality.

  • apply in person by appointment
  • pay on application
  • also bring a valid identity card or passport
  • bring 1 color passport photo not older than 6 months. See conditions (in Dutch).
  • it is not possible to take passport photos at the town hall
  • bring your old driver's license with you when renewing or extending a category
  • collect it 6 working days after application in person by appointment (also applies to children)

Health Declaration

You need a Health Declaration for the driving license:

  • For medical reasons (e.g. chronic illness)
  • if you are 75 years of age or older
  • For a driving license for categories C, CE, D and DE, also when renewing. More information about the procedure see www.cbr.nl when exchanging foreign driving license: if the driving license was not issued in an EU country, Liechtenstein, Norway, Iceland or Switzerland.

You request a Health Declaration through the website www.cbr.nl.  It is not possible to request it at the municipality.

  • bring a valid identity document or passport
  • 1 official color passport photo (not older than 6 months), see www.rijksoverheid.nl (in Dutch)
    Note: It is not possible to take passport photos at the town hall
  • when renewing or extending your old driving license

After around a week, you can collect your driving licence from the municipality in person.

Do you need it sooner than that?

If you need your driving licence urgently, you can make an urgent request. If you apply for the driving licence before 13:00 (1 p.m.), you will be able to collect it the next working day at 10.30 a.m. You have to pay an extra fee for an urgent request.
