Applying to collect a driving licence in the Netherlands
Have you passed your practical driving test? You can then collect your driving licence at your municipality. You are not allowed to drive a vehicle until you have collected your driving licence.
You must collect your driving licence in person at your municipality. Take along a colour passport photograph and a valid form of identification. The passport photograph in your driving licence must meet a number of requirements, for example, size and lighting.

Applying for a driving licence as a 17-year old
In the Netherlands the minimum age to sit a practical driving exam for a car is 17 years. Those who pass are only allowed to drive with a coach (supervisor), until they are 18. If you want to apply for a driving licence as a 17-year old, you must first apply for a begeleiderspas (accompanied driving permit) (in Dutch). You can then select up to 5 supervisors who can register to accompany you while driving. The names of the supervisors you have chosen will be on the accompanied driving permit. These supervisors accompany you while you are driving until your 18th birthday.

Applying for and collecting a driver's license is up to You. You pay the costs with the application. The driver's license is ready for You after five working days. Applying for/renewing/collecting Your new driving licence is only possible by appointment. You can also make the appointment prior to Your exam on the day of the ride. Conditions for applying is that the CBR has processed Your data.
When You come to apply for Your driver's license, take the following with You:
- Your (old) driving licence.
- A well-matched passport photo in color, which meets the passport photo requirements. Please note: the photo must have sufficient contrast.
- Your debit card (for your and our safety, please pin) or cash.
- A valid proof of identity if You do not have an (old) driver's license, Your driver's license has expired, is missing or stolen.
- Sometimes You need a health declaration*

Sometimes You need a Health Declaration to renew your driver's license. For example, if You are 75 years or older, if You want to exchange a foreign or military driver's license or if You have a truck or bus driver's license. You can fill in a Health Declaration online via My CBR. The CBR will then immediately receive Your information. Via My CBR You can also view the status of Your application at any time. On the website of the CBR you will find more information about the Health Declaration. To complete your Health Declaration online, you need a DigiD with SMS or APP check. Don't have a DigiD? Then you can order a Health Declaration on paper. This can be done in the webshop of the CBR. You can also buy the Health Declaration on paper from us. Make an appointment before your visit.

You can exchange a valid foreign driving licence if You live in the Netherlands. All information about this can be found on the RDW website.
Apply for a driver's license before the age of 18
If you got your driver's license before the age of 18, you need a companion pass to be allowed to drive. You must have already applied for the companion pass before you apply for your driver's license at the municipality. More information about this can be found on the website of the RDW.

*Driver's license lost or stolen
Have You lost Your driver's license, has it been stolen or is someone abusing it? Then apply for a new driver's license at the municipality. It is wise that You first report the loss or theft online (with your DigiD) to the RDW before You apply for a new driving license. In this way, Your driver's license is immediately blocked and no one can abuse it. Then make an (online) appointment with us (see above), choose as a product: Driver's license with missing. Please bring another valid ID. Are You not in possession of DigiD? Then make an appointment directly with the municipality of Nieuwkoop. The civil affairs employee will then draw up a missing person's statement together with you. In the event of loss or theft of Your driver's license, You do not have to have an official report drawn up by the police. If your document has disappeared abroad, you must, for your travel insurance, report it to the police abroad and also have a declaration of loss drawn up with the municipality. After you have signed the declaration of loss, a new driving license can be applied for, subject to change. You will be charged an additional fee for the loss. In the event of loss or loss, the normal delivery time of 5 working days cannot always be guaranteed.
The driver's license is ready for you after five working days. For the pick-up you make an appointment. Please note: you must have picked up your driver's license in person within 3 months of application, otherwise we are obliged to destroy the document. Your old document(s) must be returned, unless it has already been taken with the application.
Urgent request
Need a driver's license quickly? Make an appointment and then make an urgent request. If you apply for the driver's license before 14:00, you can apply for the driver's license. subject to change, pick up the next working day from 9.15 am by appointment. You pay extra costs for an urgent application. If you no longer have your old driving licence, an urgent procedure is not always possible. In that case, call 14 0172 to consult with the municipality.
