Applying to collect a driving licence in the Netherlands

Have you passed your practical driving test? You can then collect your driving licence at your municipality. You are not allowed to drive a vehicle until you have collected your driving licence.

In the Netherlands the minimum age to sit a practical driving exam for a car is 17 years. Those who pass are only allowed to drive with a coach (supervisor), until they are 18. If you want to apply for a driving licence as a 17-year old, you must first apply for a begeleiderspas (accompanied driving permit) (in Dutch). You can then select up to 5 supervisors who can register to accompany you while driving. The names of the supervisors you have chosen will be on the accompanied driving permit. These supervisors accompany you while you are driving until your 18th birthday.

Applying for a driving licence

Have you passed your first driving license or a new category? Is your driver's license about to expire? Apply for your new driving license on time. You can apply for your driving license personally at the town hall.

If you request a travel document, it will take at least 7 working days until it can be collected. You can pick up a driving license after a maximum of 5 working days.

General terms and conditions applying for a driving license

You are registered as a resident of the Municipality of Laarbeek
You apply for the driver's license in person
You must be registered in the Netherlands for at least 185 days
There can be no question of denial or invalidation of a driving licence
If applicable, a declaration of suitability that is less than 1 year old has been registered with the CBR.
If applicable, a certificate of driving ability of less than 3 years old has been registered with the CBR
Expired exemption code 95
Drivers born before July 1, 1955 are automatically assigned code 95 for the duration of their driver's license. The European Commission believes that automatically giving the code 95 is not allowed. The Dutch government must reverse this. A legislative amendment has been made for this, which will take effect on 1 December 2020. Declaration of health
In a number of cases you will need a medical examination. That if you:

are 75 years or older
have a disability that affects your driving ability
apply for a driver's license for a truck or bus
You can arrange a medical examination via a health certificate driving license. You will find additional information about this at Driver's license health certificate.

The CBR assesses whether you are fit to drive. Are you fit to drive? You apply for your driving license in person at the town hall. You make an appointment for this

Validity
New driver's licenses are usually valid for 10 years. Sometimes a driver's license is valid for a shorter period of time. This depends on driving license category, your age and your health situation. For example, if you are older than 65, if you have a full driving license or if you have a limitation that affects your driving skills.

Driver's license for young people up to 18 years old
If you are 17 years old, you can apply for a driver's license. You are then allowed to drive with a coach next to you until you are 18 years old. To do this, first apply for a companion pass from the Rijksdienst voor het Wegverkeer (RDW). You must bring this accompanying person's pass with you when applying for the driving licence. Your driver's license is worn out or illegible
Has your driver's license become worn out or illegible? You can then choose to have your driving license replaced for the remaining period of validity or to renew it for the full period of validity. You must then meet all the conditions associated with the driving license, eg a medical examination.

Do you want to exchange a foreign driving licence?
If you have a foreign driving licence, you can in certain cases exchange it for a Dutch driving licence. This depends on the country where the driver's license was issued. During the exchange you are not allowed to drive on the public road. If you do, you could be fined for this. You must be able to show your driving license during a road check. Has your driver's license been lost, stolen or do you suspect abuse?

First report online to the RDW Link: https://www.rdw.nl/particulier/bedrijven/auto/het-rijgedrag/rijgedrag-k...(link is external) (Rijksdienst voor het Wegverkeer) that your driving license is missing or stolen. You can arrange this yourself 24 hours a day. Your driver's license will be blocked immediately, thus preventing misuse. You will receive a confirmation email within a few minutes.

You need a DigiD to report the loss, theft or misuse of your driving license online. Do you not have a DigiD and/or cannot the report be reported online? Make an appointment via www.laarbeek.nl.

You can then apply for a new driver's license. After the report of loss, theft or misuse, the driving license can no longer be used. Hand in the driver's license if it is found.

What you need
When applying for or extending, you must bring:

1 recent color passport photo, not older than 6 months at the time of application, that meets the passport photo requirements
a valid proof of identity or residence document
your old driver's license
When you pick up, bring:

the old driver's license. This is taken by the municipality,
the receipt.
You have 3 months to collect your new driving licence. Then it is destroyed.

After around a week, you can collect your driving licence from the municipality in person.

Do you need it sooner than that?

If you need your driving licence urgently, you can make an urgent request. If you apply for the driving licence before 14:00, you will be able to collect it the next working day. You have to pay an extra fee for an urgent request.

How long are driving licences valid?

  • Under 65 years of age: valid for 10 years.
  • Between 65 and 70 years of age: valid until your 75th birthday.
  • Between 70 and 75 years of age: valid for 5 years.
  • Over 75 years of age: valid for a maximum of 5 years.
